The Summer Transfer Window IS Open

There seems to be some debate as to when the transfer window opens.

The rules read:

Prem league rules, page 150 on transfers: 2. The first Transfer Window in any year shall commence at midnight on the last day of the Season and shall end on 31st August next if aWorking Day or, if not, on the firstWorking Day thereafter, at a time to be determined by the Board.

I have also, just to be doubly sure that no rule changes have come into place, double checked with the Club and been told the rules are correct and the transfer window is alive and kicking.

Actually if you read " The Law according to Martin O'Neil" the transfer window is only open for 24 hours on the 31st if January and 31st August respectively, so as to ensure that all of the players that the fans would like to see have been bought by Mancester City, and only utter mediocrity is available!!! (Does that make me sound cynical?)
